Justin Fulcher Pivoted RingMD Toward Government Health Systems

After RingMD’s American relaunch, Justin Fulcher steered the company away from the consumer marketplace model that had defined its years in Singapore. In its place came a turnkey platform built specifically for government agencies and institutions operating under strict federal compliance rules and long procurement cycles.

RingMD became FedRAMP Moderate compliant, FISMA compliant, and HIPAA compliant, running on AWS infrastructure built to meet the standards required of federal health programs. The product was engineered for rural connectivity and low bandwidth conditions, a design choice that reflected Fulcher’s belief that new technology succeeds in regulated settings when it removes friction rather than adding new complications for the people using it.

A Federal Contract

That approach found its clearest test in a contract with the Indian Health Service. In July 2021, IHS awarded RingMD its first dedicated telehealth platform, meant to complement an existing Webex setup and serve roughly 2.6 million American Indian and Alaska Native people across 24 hospitals and 51 clinics spread over 37 states.

The platform was built for expanded video visits in places where broadband access remained limited, including homes and schools in remote communities far from major hospitals. For a system meant to serve some of the hardest to reach patients in the country, reliability under poor connectivity conditions was never optional.

Infrastructure, Not Just Software

Justin Fulcher has framed telehealth as critical infrastructure once it fits the systems it needs to run inside, rather than a novelty layered on top of existing care. The IHS deal became a proof point for that idea, showing that a platform built in Singapore for consumer demand could be rebuilt entirely to serve federal health systems operating under very different rules.

The contrast between the two versions of RingMD is notable. The Singapore product competed for individual patients and doctors one signup at a time, while the government focused platform had to satisfy procurement officers, compliance auditors, and agency leadership before a single patient ever logged on, a far slower process that nonetheless produced a much larger and more durable footprint once contracts were signed.
