Shelton Haynes Leads the Revitalization of Roosevelt Island Through Transparency and Community Engagement

Roosevelt Island, a small strip of land located in the East River between Queens and Manhattan in New York City, has undergone a major transformation in recent years. At the forefront of this transformation is Shelton J. Haynes, the President and CEO of the Roosevelt Island Operating Corporation (RIOC), a state-run agency responsible for the management and development of the island.

Shelton Haynes has been instrumental in turning Roosevelt Island into a thriving community. Under his leadership, Roosevelt Island Operating Corporation has undertaken several major infrastructure projects, including installing a new tramway, constructing of a new Cornell Tech campus, and renovating the island’s parks and public spaces. These projects have helped to make Roosevelt Island more accessible and attractive to residents, businesses, and visitors.

Prior to his role at Roosevelt Island Operating Corporation, Shelton Haynes served as the Deputy Commissioner of the New York City Department of Small Business Services and as the Executive Director of the South Bronx Overall Economic Development Corporation. He has also held leadership positions at the New York City Housing Authority, the New York City Department of Transportation, and the New York City Economic Development Corporation.

Haynes’ experience in economic development and community revitalization has been critical in his role at RIOC. He has brought a wealth of knowledge and expertise to the job, and has been recognized for his contributions. Haynes has received several awards and honors, including the Minority Business Leader Award from the New York City Business Journal.
